A corrupt and uncaring bureaucratic system is challenged by a principled old man Dwarka. The system acts callously enough to nudge a revolutionary storm. Events colored in political conspiracies, media glare and reportage, mob reactions and more follow.

Dwarka Anand (Amitabh Bachhan) is a retired teacher and a man of principles. His son dies in an accident brought by the brother of Minister Balram Singh (Manoj Bajpai). He vilely announces some compensation which Dwarka’s daughter-in-law tries to get unsuccessfully even after regular perusal. Dwarka slaps the DM in rage and is subsequently imprisoned. His son’s friend Manav (Ajay Devgan) starts a campaign with Arjun Singh (Arjun Rampal) and a journalist Yasmin (Kareena Kapoor). Dwarka is freed but begins a hunger strike. He demands clearance of all the pending dues in the district within 30 days. The agitation grows into a mass movement. A worker commits suicide. Four policemen are lynched by the mob during the funeral procession. Riots ensue. Balram Singh sends troops to suppress the revolting masses. His goons shoot Dwarka who dies pleading peace. After some twists and turns in the plot the minister is arrested. Manav and Arjun Singh then vow to start a political party to fight corruption.
