Raja (Anil Kapoor) is a hooligan who earns his meagre living by selling tickets in black for the railways. He decides to aim higher and with his loyal sidekick Ghafoor (Johnny Lever) and robs the railway office and scores 2.5 million rupees. The two run away and go to Bombay. In Bombay, Raja meets Dr. Neha (Juhi Chawla), a psychiatrist and takes an instant liking to her. Ghafoor and Raja find out her personal information and her address. Raja pretends to be a wealthy US returned businessman and becomes her patient. Neha has another patient Buunu (Govinda), who suffers from pantophobia. He lives in constant fear of fire, heights, water and running. During the course of the treatment, Bunnu too falls in love with Neha. Raja and Bunnu are pitched against each other to win Neha’s affections. Both Raja and Bunnu follow Neha to Ooty, where she is attending a family function and continue their efforts. Ghafoor tries to kill Bunnu and Bunnu hires a ruffian to kill Raja. Both plans go awry. Suddenly, Raja and Bunnu both receive a call from Neha to come to the court with a ring and garlands. They are ecstatic thinking that Neha is going to marry him. Whom will Neha choose or does fate have some other plans for them?
